wacom pen scrolling instead of drawing
I remember a user experiencing a similar issue, but this was with the 2017 version of Photoshop CC and the recommendation by Adobe was to downgrade to Photoshop CC 2016. Could you try doing that?

Yes actually I have already spike with Wacome they told to talk with Adobe but they haven't gave me any response till now.
Are you sure I should downgrade to 2016 Photoshop? Will it solve the problem because i already downgraded to 2017 just now and still the problem exists.

Since you have downgraded to Photoshop 2017, that partially isolates the problem.

I dont think it would help since i have the same issue but i never updated my photoshop and it worked fine before just now suddenly it doesnt and i need to downgrade?
